Configure multi-week average estimation routine

Add this estimation routine to an estimation set and enter a Routine ID. The Routine ID must be unique for each routine in the estimation set. Configure the following parameters:

• Number of Reference Weeks for Week Average Estimation. Defines the number of weeks to use in calculating average values for estimated reads.
