Multi-week average estimation
Multi-week average algorithmic estimation finds and averages all valid reference intervals for the number of reference weeks selected. Valid reference intervals have the same day of week and date and time stamp as the intervals that need estimation.
If reference intervals are from the chunk of data that is being validated, intervals marked Estimation Needed or Power Outage are not included in the average. In addition, days of the week that fall on public holidays are not included in the average. For reference intervals that are not in the chunk of data being validated, only data that has passed validation or been manually accepted is used in the estimation. Power Outage intervals are not used.
If a corresponding register channel is associated with the target interval channel, the resulting profile is scaled so that the total consumption from the estimated and non-estimated intervals equal the consumption recorded by the register channel.
Following a meter swap or meter reprogramming that involves an interval length change, these estimation routines consider both larger-to-smaller and smaller-to-larger interval length changes when calculating the interval estimate. All interval lengths are supported. For example:

Historical interval with 15-minute interval length is chopped by three to produce a 5-minute interval estimate.

Historical interval with 30-minute interval length is chopped by six to produce a 5-minute interval estimate.

Two historical intervals with 15-minute interval length are rolled up to produce a 30-minute interval estimate.
Alternative statuses that can be applied to these changed interval lengths are configured in System Settings > Validation and Estimation > Estimation > Alternate Statuses to Mark for Estimation. When the Multi-Week Average Historical routine processes an estimation that involves an interval length change, the statuses specified in this system setting will be used instead of the default Statuses to Mark defined in the estimation routine of an estimation set. If the estimation does not involve an interval length change, the default Statuses to Mark defined in the estimation routine of an estimation set will be used.
