Consumption drops can generally be divided into two categories: event driven drops and gradual drops. The general rule when analyzing electricity consumption drop cases is that the case is worthy of investigation if the customer can be located, confirmed still in business and consumption drops of greater than or equal to 30% season to season are displayed. Create an investigation case if a customer account indicates a consumption drop in the 20-30% range and there is some other anomalous behavior such as low load factor, erratic consumption pattern, or non-seasonal consumption when seasonal consumption is expected. A major consideration when analyzing accounts with a consumption drop is the performance of the other utility (typically gas). If consumption of one utility drops while the consumption of the other utility remains steady, the likelihood of an un-metered service condition for the utility with the consumption drop is significantly higher.
