Migrating stored passwords
The MigrateEncryptedValues tool is used to migrate stored passwords in the database to a new encryption method. This tool is designed to encrypt the passwords used in the application with an updated encryption algorithm to enhance security. When a service pack is installed, the MigrateEncryptedValues tool is placed in the bin folder.
Important! The MigrateEncryptedValues tool should be executed after installing the 10.3 and 10.4 service pack installers.
Use the following procedure to execute the MigrateEncryptedValues tool:

In Windows Explorer, navigate to C:\Program Files\Itron\Enterprise Edition\bin.

Open the command prompt with administrator privileges and execute the MigrateEncryptedValues tool.

(Optional) When the tool execution is completed, deleted the MigrateEncryptedValues tool from the bin folder.
For external system attribute web service passwords, if the passwords are encrypted with a certificate (Encrypt External Password option) the passwords will not migrate, and the following error can be ignored:
