Provisioning a HAN
In most cases, HAN provisioning is accomplished by homeowners downloading an app to their smart phones, then logging into the utility company’s consumer portal and indicating that they wish to begin the HAN setup process.
The FDM Tools function is provided for situations such as the following:

Meter shop testing

The homeowner is unwilling or unable to complete the normal steps.

The homeowner does not have a Wi-Fi network or control of the Wi-Fi network at their home.
Provisioning the Homeowner's Wi-Fi Router as the Access Point
Provisioning creates a connection between the meter and the homeowner’s Wi-Fi Router Access Point (AP). The Wi-Fi router acts as the network coordinator, and all the homeowner's smart energy devices joint the Wi-Fi network through the router.
Note: Alternatively, the meter can serve as the AP. See Provisioning the Meter as the Access Point.

In the SSID field, enter the Service Set Identifier provided by the homeowner.

In the PSK field, enter the Pre-Shared Key (the Wi-Fi password) provided by the homeowner.

Click OK to initiate the provisioning process.
Connection to the AP begins as soon as the meter receives Wi-Fi credentials. The connection is maintained permanently and is reestablished after all temporary interruptions, such as power cycles, meter resets, and interface disruption. The connection is broken only in the following circumstances:

The utility company deprovisions or reprovisions HAN by connecting the Wi-Fi AP to the meter, either with FDM Tools or from the head-end system.

The customer changes the SSID or password of the Wi-Fi router.

The customer replaces the Wi-Fi router with a new one that has a new SSID and password.
Important! For security, the Wi-Fi SSID and password credentials are not accessible to FDM Tools users. Credentials are not recorded in logs.
The meter monitors the connection. If there is no traffic in 24 hours, the meter attempts to reestablish the connection. If another 24 hours elapses without traffic, the meter logs a Connection Lost event. After this event is logged, if the meter is able to reestablish the connection, the meter logs a Connection Reestablished event. You can see the HAN events on the Events page (select "All" in the Log Type field).

Provisioning the Meter as the Access Point
If the homeowner doesn't have a Wi-Fi router or prefers not to connect their router to the meter, use this option.

In the SSID field enter ITR-XXXXXXXXX, where XXXXXXXXX is the manufacturing serial number on the faceplate of the meter.

Tab or click to move your cursor to the PSK field. The meter generates a password with 12 random characters.

Click OK.
The meter uses the SSID and generated PSK to set up the AP network. It is a hidden network and does not include its SSID in the periodic broadcast beacon, nor does it respond to any probe request that does not specify any SSID.
