Complete configurations vs configuration changes

The following diagram illustrates the difference between a complete (or exhaustive) configuration and a change to any current configuration. Partners can always send a complete configuration (if and when all parameter values are known). They may decide to send a subset of parameters whose values must be changed. Finally, they may need to strike a parameter.
